HSE Engineer
Description
Act as a focal point for health, safety, environmental issues, and legal requirements providing
support and advice, and ensuring that the activities follow appropriate standards and legislations.
Ensure that activities on the rig site are carried out in a safe manner and with minimal
environmental impact and guarantee compliance with all appropriate procedures, standards and
legislations. Demonstrate commitment to HSE Policy/Procedures and maintain awareness.
Support, advise, follow and verify the proper implementation of EDC QHSE management
system in particular procedures and instructions having direct effect on the rig HSE system.
Monitor safety performance of rig operations and provide assistance on safety issues to all levels
of personnel to ensure best and safe working practices to comply with EDC QHSE management
system and international standards.
Job Overview
Follow and ensure compliance with EDC and clients HSE requirements.
Shall perform a daily tour; Record his observations and follow up rig operations.
Maintain high level of communications to encourage stop work authority and TOFS.
Take an active role in the participation of all SJA’s and reviewing process.
Organize and Perform HSE safety meetings for all rig personnel.
Shall inspect rig different areas as required to maintain safe work place for employees and report
all HSE related issues arise from his inspection.
Ensure that rig specific ERP is updated (Rescue plans, station bill …etc.) and communicate any
changes to all rig personnel. Ensure that all personnel have assigned responsibilities in
emergency cases and be aware of their duties. Report any deficiencies related to emergency
response plan to management.
Shall perform accommodation and hygiene inspections to provide healthy environment free from
any unsafe health conditions.
Participate with rig management in EDC safety awareness sessions, campaigns and initiative
schemes requested by EDC office. Recommend proactive methods of awareness and perform
practical OJT to advance and promote safety culture within rig personnel.
Shall spot-check work area physically during the job to ensure all safety precautions are in place
in compliance with the EDC SMS and shall verify that all required documents for the job are
available and then sign the permit.
Shall carry out safety inductions on the rig for all personnel arriving on board.
Shall conduct regular audits on PTW and be responsible for coordination of deficiencies
corrective actions.
Shall follow up corrective action tracking sheets for incidents, audits & inspections.
Shall participate in risk assessments process, Management of Change and deviation permit
situations.
Maintain updated lifting gear register data and follow up the fail list.
Prepare daily SOS tracking sheet with proper correction and corrective actions taken for unsafe
act/condition observations.
Shall communicate all HSE management system changes (Procedures, policy, forms, etc.) to rig
personnel.
Discuss EDC and other safety alerts with all rig personnel.
Shall coordinate their rig crew member according to the rig training matrix which will be sent
from EDC training center.
Follow up legal requirements for his rig. (Labor office and civil protection requirements).
Shall ensure 3rd party certificates are valid and the SJA for 3rd party specific task is in place and
updated.
Minimum Qualifications:
- Bachelor of Engineering or science
- Nebosh Certificate is a must
- English Language Proffiency is a must
- Minimum 2 years of oil and gas experience
